Dated August 27, 1795. "To all who shall see these Presents Greeting: Know Ye, That reposing special Trust and Confidence in the Patriotism, Valour, Fidelity, and Abilities of [cut out] I have nominated and by and with the Advice and Consent of the Senate, do appoint him a lieutenant in the third sub legion in the Service of the United States to take Rank from the tenth day of September one thousand seven hundred ninety three." Signed at the conclusion by Washington and bearing its original white paper seal. The part 'cut out' would have born the name Alexander Macomb.
